Introductory control is introduced in order to establish new hospitals for medical assistance by agreeing to the National Assembly and expanding the operation of existing medical facilities with the consent of the Council of Ministers.
The changes provide for abolition of the existing accreditation procedure for medical facilities for their general medical activity and / or individual medical activities. The establishment and maintenance of the National Health Information System is planned. The aim is to create a database containing full information on the health status of each person, for the needs of all subsequent medical activities – diagnosis, treatment, rehabilitation, medical expertise, prevention, clinics, etc.
It is expected that the National Medical Commission of the Expert will create and maintain a database of information for all persons who have passed through TEMC / NELC in order to establish a permanently reduced ability / type of work and disability. The texts regulate the obligatory structure and content of medical standards that will be prepared for all specialties.
They are provided new payment mechanisms for medicinal products and medical equipment. The activities of the Children's Treatment Center and the Commission for Medical Treatment abroad are transferred to the National Health Insurance Fund and the funds will be transferred by the Ministry of Health through handover. This process will be carried out without lifting the existing rights of patients requiring access to treatment.
