The woman has died and the man is fighting for his life after the Ashton-under-Lyne collision shortly after three in the morning on Saturday.
Police and paramedics were called to report that a red Volkswagen Golf had collided with two pedestrians on Manchester Road near Snipe Retail Park at 3:35.
A 27-year-old woman was pronounced dead at the scene, and a 28-year-old man was taken to hospital with life-threatening injuries.
The victims were pedestrians.
A 31-year-old man was arrested at the scene on suspicion of causing death while driving without due care and attention.
He remains in police custody for questioning and the police investigation continues.
Manchester Road is closed this morning.
Police Inspector Danny Byrne of the GMP Serious Collision Investigation Unit said: “Today’s incident had a really dire consequence and we have specialized officers supporting the woman’s family as our investigations continue.
“We also think about this man and his family when he is being treated in hospital and appeal to witnesses or anyone with any information or dash cam recordings to contact us as soon as possible.
